Refrigeration System Compliance Requirements (Ammonia & Chiller Plants)
We perform detailed on site compliance adits and manage the full process with approved inspection authorities (AIA) from gap identification to certified
testing, inspections and maintainence
1. Pressure Equipment Legal Compliance(Driven by OHS Act – Pressure
Equipment Regulations (PER) + SANS)Applies to:
• Pressure vessels (receivers, surge drums, oil pots, intercoolers)
• Piping systems
• Heat exchangers
• Safety relief devices
• Equipment must be registered and classified (often Cat I–III under SANS 347)
• Data plates
• Design pressure & temperature clearly marked AIA (Approved Inspection
Authority) involvement is mandatory for: Inspections, Certifications, Pressure
tests
2. Pressure Testing (Pneumatic)Frequency:
• Typically every 2 and 4 years (or as per risk-based inspection plan)
• Conducted under controlled conditions
• Witnessed and signed off by AIA Test pressure:
• Usually 1.25 – 1.5 × design pressure Must use:
• Calibrated test gauges (WIKA or equivalent)Full documentation, Test
certificates
• Method statements
• Risk assessments⚠️Critical: Pneumatic testing = high risk → requires strict
control
and justification.
3. Non-Destructive Testing (NDT)Typical Frequency:
• Every 2 years
• UT (Ultrasonic Thickness Testing) → corrosion monitoring
• Dye Penetrant Testing (DPT) → surface cracks
• Mag Particle Testing (MPI) (where applicable)
• Eddy current (for tubes)
• Must be done by certified NDT technicians
• Company must be approved/registered Reports must include:
• Thickness trends
• Remaining life assessment
• Defect reporting
• Safety Relief Valves (SRVs)Legal Requirements: Mandatory on all pressure
vessels,
Be correctly sized for system capacity, Discharge to safe, Tested & calibrated
annually,
Seal intact, Set pressure tag, Certification record⚠️ Real-world critical, Dual
safety
valves often required for continuous operation
4. Pressure Gauges Requirements:
• All Vessels
• Piping
• Designed to SANS / relevant codes Clearly identified:
• Flow direction
5.Ammonia System Compliance Monitoring & Safety:
• Ammonia detectors (where required)
• Ventilation systems
• Emergency shutdown procedures
• Regular ammonia sampling• Oil contamination
• Moisture
• Non-condensables Documentation:
• Handling procedures
• Emergency response plans
• Training records Documentation & Certification
• Pressure test certificates
• NDT reports
• Safety valve certificates
• Calibration records (gauges)
• Equipment registers
• P&IDs (updated)
• Maintenance records
• Risk assessments & method statements
9. Competency Requirements Personnel must be:
• Qualified refrigeration artisans (SARACCA aligned)
• Trained in ammonia handling
• Authorized to work on pressure equipment
10. Routine Inspection & Maintenance ComplianceAnnual (minimum):
• Filters, dryers, oil checks
• Valve inspections
• Safety device checks2-Yearly:
• NDT inspections
• Internal condition checks
• Pressure testing
• Major statutory inspections: most plants fail compliance not because they don’t do
work — but because, documentation is incomplete, Safety valves are overdue,
NDT trends aren’t tracked, Gauges aren’t calibrated ,If you position your company
around “compliance + documentation + audit readiness” — you’ll stand out
immediately!
